Article 6 The municipal municipal city appearance management bureau shall, in conjunction with relevant departments, organize the preparation of the city's nightscape lighting construction plan. Article 17 Those responsible for the night lighting shall open the night lighting facilities in accordance with the regulations and encourage the night lights to open overnight. The expenses for the use of night lighting shall be borne by the responsible persons in accordance with the provisions of Articles 10, 11, 12, 13 and 14 of the present Measures, and separate measurement and separate accounting shall be carried out. Article 18 No unit or individual may change, move or dismantle night lighting facilities without the approval of the Municipal Municipal Appearance Administration. Article 19 If any person responsible for the night lighting facilities has one of the following acts, the administrative comprehensive law enforcement agency shall give a warning and order it to make corrections within a time limit; if it refuses to make corrections after the time limit, the citizen may be fined 200 yuan or less, and may be punished for legal persons and other organizations. Article 20 If the person responsible for the night lighting facilities has one of the following acts, the administrative comprehensive law enforcement agency shall give a warning and order it to make corrections within a time limit; if it refuses to make corrections within the time limit, the citizen may be fined 200 yuan or less, and may be liable to legal persons and other organizations. Fines of not less than 500 yuan and less than 1,000 yuan: (1) Failure to install night lighting facilities in accordance with the prescribed location and form; (2) Changing, moving or dismantling night lighting facilities without authorization. Article 21 Whoever shall be given a punishment for public security management when stealing or damaging all kinds of night lighting facilities shall be punished in accordance with the provisions of the Regulations of the People's Republic of China on Public Security Administration Punishment; if a crime is constituted, criminal responsibility shall be investigated according to law; Liability. Article 22 If a party is dissatisfied with the decision on administrative punishment, it may apply for administrative reconsideration or file an administrative lawsuit according to law. Article 23 Anyone who refuses or obstructs the municipal appearance and administrative law enforcement personnel in performing official duties according to law shall be punished by the public security organ in accordance with the Regulations of the People's Republic of China on Public Security Administration Punishment; if a crime is constituted, criminal responsibility shall be investigated according to law. Article 24 If municipal municipal appearance and administrative comprehensive law enforcement personnel abuse their powers, engage in malpractices for personal gains, or neglect their duties, they shall be given administrative sanctions by their units or the competent authorities at a higher level; if they constitute a crime, they shall be investigated for criminal responsibility according to law.
