2. Financing barriers. Since the nature of EMC's business has not yet been recognized by people, it is very difficult for potential EMC to raise funds from the capital market at the time of initial creation. EMC's corporate financing channels are not smooth, and there are often no funds for projects.

3. Institutional barriers. The accounting and depreciation of equipment investment of EMC enterprises, as well as the transfer of assets after the expiration of the contract, cannot meet the requirements of the current financial accounting system. The income obtained by EMC enterprises from service units must now pay two income tax.

4. Guarantee obstacles. At present, China has not established a perfect loan mortgage or guarantee mechanism. It is impossible for Chinese commercial banks to provide loans to new EMC companies or their customers. This is also the most urgent requirement for energy-saving enterprises.

In view of the main obstacles encountered in the current EMC model promotion, it is recommended to take practical and effective measures to promote EMC development in light of specific actual conditions:

First, increase the propaganda of the EMC concept and raise the level of understanding of the whole society. On the one hand, relevant departments should coordinate and organize EMC work, study and formulate relevant regulations and policies, introduce energy-saving incentive mechanisms, and eliminate market obstacles; on the other hand, it is necessary to increase the promotion, promotion and training of enterprises on the concept of energy contract management. Strength, so that enterprises understand the social and economic benefits brought by EMC.

Second, increase financial support for EMC and establish a financing and guarantee system. Due to the large amount of capital required in the early stage of EMC project implementation, the payback period is generally more than 5-8 years, which requires high requirements for enterprise strength and financing capacity. Relevant departments should allocate part of the investment EMC project from the special funds for energy conservation and emission reduction, support the development of EMC enterprises, and withdraw after the development of EMC enterprises into scale, support the development of other EMC enterprises, realize the capital circulation movement, and continue to develop; Enterprises provide credit guarantees to solve EMC corporate financing problems and promote the healthy development of EMC enterprises.

Third, vigorously cultivate EMC talents and establish a number of high-level EMC research institutions. The implementation of EMC requires a large number of technical and operational management personnel with certain skills and management experience. It is recommended to establish EMC majors in some universities in our province, establish EMC energy-saving research and development institutions and engineering technology centers, formulate special talent introduction policies, and provide sufficient talent and intellectual guarantee for Jiangxi EMC industrialization.

Fourth, improve the company's EMC operational capabilities. Some EMC companies that are in their infancy must vigorously improve their comprehensive technology, market development, business plan formulation, financial management, risk prevention, project management and other capabilities to truly improve their operational capabilities.

Fifth, establish a corporate image and improve the creditworthiness of the company. EMC has not established a business reputation in the initial stage of construction. EMC is still a new concept in China. The commercial reputation in China is still relatively low, making it difficult to obtain commercial loans. This requires EMC companies to actively create good business performance, establish a good corporate image and credit, improve the financing capabilities of enterprises, and ease the contradiction of funds.
