The Bidding Project Longsheng Longji Terrace Scenic Area Great Recycling Highway Project (Phase I Pavement Project) has been developed by the Guilin Development and Reform Commission (name of project approval, approval, or filing agency) to “Large Cycle of Longsheng Scenic Spots in Longji Terraces”. 3. Bidder qualification requirements
3.1 The tender requires bidders must be registered in the State Administration for Industry and Commerce, with qualifications for general contracting of highway engineering construction grades of at least grade (including grade), and have the safety production license for construction companies issued by the provincial or above construction administrative department. Certified construction companies, and have the ability to ensure the completion of construction work in terms of personnel, equipment, and funds.
Performance requirements: During the last three years (the completion of the completed project was completed on January 1, 2013), the construction of a similar highway asphalt pavement reconstruction project was completed over 17 kilometers (inclusive). (Successful completion of the above-mentioned highway performance refers to the project being accepted by the Ministry of Transport under the “Measures for the Acceptance of Highway Engineering Construction (Comprehensive) Acceptance or Acceptance or Acceptance of Completion and Acceptance, and the date of completion of the corresponding work or completion shall prevail.)
3.2 The project manager who plans to invest in this project must possess the qualification of registered construction engineer of Grade A or above (including Grade II) of the highway project (The legal representative of the enterprise that has the qualification for registered construction engineer in this project cannot serve as the project manager of this project).
3.3 According to the relevant provisions of the "Implementation Rules for Credit Evaluation of Guilin Rural Road Construction Market Operators" promulgated by the Guilin Municipal Transport Bureau, the bidder must submit the basic information of the enterprise to the Guilin Municipal Traffic Engineering Quality Supervision Department. The bidder’s credit rating is above class B (including class B).
3.4 This tender does not accept the Commonwealth bid.
3.5 Affiliated companies with investment equity relations, or parent companies with direct management and managed relationships, or subsidiaries of the same parent company, or legal representatives of the same person, two or more legal persons may not bid on the same bid at the same time , otherwise it will be treated as scrapped. The central enterprises under the direct supervision of the State-owned Assets Supervision and Administration Agency of the State Council do not belong to the “parent company” specified in this article, and their first-level subsidiaries may bid on the same bid at the same time, but the second-level subsidiaries that belong to the same subsidiary may not simultaneously perform the same Section bids.
