**1. Scope of Purchase**
**1.1 Project Description**
This procurement aims to meet the office supply needs of China Unicom (Shandong) Industrial Internet Co., Ltd. in 2018. The items include office supplies, computer consumables, and cleaning materials.
**1.2 Bidding Content**
The bidding covers office supplies, computer consumables, and cleaning supplies. For a detailed list of items, please refer to Annex 6: List of Purchase Contents.
**1.3 Tender Segments**
The project will not be divided into separate segments.
**1.4 Pricing Conditions**
All bids must be submitted at the delivered price at the project site, with a maximum price limit set. Bids exceeding this limit will be automatically rejected. Details can be found in the tender documents.
**1.5 Delivery Timeline**
The delivery must be completed within 15 days from the date the contract is signed.
**2. Qualification Requirements for Bidders**
**2.1 Legal and Financial Standing**
Potential bidders must have a registered capital of no less than RMB 1 million and must be recognized as a general VAT taxpayer, capable of issuing compliant special VAT invoices.
**2.2 Independent Operation**
Bidders must be legally independent entities or organizations, operating independently and not affiliated with the procurement agency. The legal representative or person in charge of the bidder must not be the same as that of other bidders involved in the same package. Each bidder must provide documentation regarding shareholder composition and submit screenshots of public credit information along with a commitment letter.
**2.3 Legal Registration**
Bidders must be legally registered Chinese entities with valid business licenses, sound financial status, and not under any administrative orders such as suspension of operations, asset seizure, freezing, or bankruptcy. A commitment letter must be provided.
**2.4 After-sales Service**
Bidders must establish a local after-sales service team within 15 days of receiving the bid-winning notice. This requirement must be reflected in a self-prepared commitment letter.
**2.5 Subcontracting Policy**
Subcontracting is strictly prohibited. Bidders must commit not to subcontract or illegally transfer the project.
**3. Post-Qualification Review**
The qualification review will be conducted after the bidding process. The criteria are outlined in Chapter 3 of the tender documents. Bidders who fail to meet the requirements will be disqualified.

**4.1 Document Collection Period**
Tender documents can be obtained from December 13th to December 20th, 2017, between 9:00 AM and 11:30 AM, and 2:00 PM to 5:00 PM (Beijing Time). The collection period excludes public holidays and statutory holidays.
