1. Scope of Procurement
1.1 Project Description:

1.2 Tender Content:

1.3 The project will not be divided into separate sections for bidding.
1.4 The price quoted by bidders must be the delivered price at the project site, and a maximum price has been set. If the bid exceeds this limit, it will be automatically rejected. Please consult the tender documents for full details.
1.5 Delivery Timeline:
The delivery must be completed within 15 days from the date the contract is signed.
2. Qualification Requirements for Bidders
2.1 The bidder must have a registered capital of at least RMB 1 million. It should be a VAT general taxpayer capable of issuing valid special VAT invoices in accordance with tax regulations.
2.2 Potential bidders must be independent legal entities or legally registered organizations that are operating independently and not affiliated with the procurement agency. The legal representative or person in charge of the bidder must not be the same as others involved in the same sub-package. A single individual cannot submit multiple responses for the same package. Each bidder is required to provide information on its shareholder structure and confirm this through the “National Enterprise Credit Information Disclosure System.†Screenshots and commitments must be submitted.
2.3 The bidder must be a legally registered entity in China, with a valid business license, sound financial status, and no restrictions such as being ordered to suspend operations, having assets seized, frozen, or declared bankrupt. A commitment letter must be provided.
2.4 The bidder must establish or commit to establishing an after-sales service organization within 15 days of the bid award notice. This must be confirmed through a self-drafted commitment letter.
2.5 This procurement does not allow subcontracting. Any successful bidder must not transfer the contract to a third party. A commitment letter confirming this must be submitted.
The qualification review will be conducted post-bid. The specific criteria and evaluation methods are outlined in Chapter 3 of the tender document. Bidders who fail to meet the requirements will be disqualified.
