2.3 Bidding Scope: This project involves the comprehensive renovation of Nanyang River in Laizhou City, following the approval of the feasibility study report. The project will be executed under an integrated design, procurement, and construction (EPC) model. The design services include project design, preliminary design, construction drawing design, design changes (minor and major), budget preparation, technical briefing, and project acceptance. Procurement covers all equipment and materials required for the project. Construction work includes water conservancy projects, sewage interception systems, reclaimed water reuse facilities, and emergency treatment of contaminated water. Additional responsibilities include start-up and completion inspections, final handover, defect repairs, and warranty services during the project’s warranty period. If the reason for any changes is not due to the tenderer, the scope may be adjusted accordingly. On-site surveys can be arranged to review site conditions, transportation access, geographical features, and environmental protection requirements.
2.4 Construction Time Requirements: The project is expected to begin upon the issuance of the tenderer’s start-up order, with a total construction duration of 12 months.
2.5 Quality Requirements:
(1) Design quality must meet national and industry standards, as well as current national design specifications and regulations.

3. Qualification Requirements for Bidders
3.1 The bidder must be an independent legal entity registered in the People's Republic of China, complying with Article 22 of the Government Procurement Law. It must hold a valid business license covering the scope of this procurement, have a sound financial status, proven experience, and the necessary equipment and technical capabilities to fulfill the contract.
3.2 The bidder must possess a Class A qualification for engineering design. The project leader must be a registered water and drainage engineer with a senior professional title.
3.3 The bidder must have a Grade 2 or higher qualification for municipal utility general contracting and hold a valid "Safety Production Permit." The project’s construction supervisor must be a registered civil engineering professional with a valid safety production assessment certificate (B certificate) and should not be involved in any other ongoing projects (including pre-winning projects).
3.4 Foreign construction companies operating in Shandong Province must be registered and verified on the Shandong Provincial Construction Market Supervision and Credit Information Integration Platform.
3.5 By the bid submission deadline, the bidder must not be listed in any untrustworthy enforcement records, tax violation lists, government procurement violations, or other prohibited categories under Article 22 of the Government Procurement Law (unless the penalty period has expired).
3.6 If the project allows consortium bids, the following conditions apply:
(1) All members of the consortium must submit a consortium agreement, clearly defining the roles and responsibilities of each party, and commit to joint liability for the winning bid.
(2) No member of the consortium may participate individually or form a joint venture with another bidder for the same contract.
(3) The lead representative of the consortium must sign the bid documents, and all other members must provide a commitment letter approving the arrangement.
(4) Each member of the consortium must meet the bidder reputation requirements, and those responsible for design and construction must satisfy the corresponding qualifications and staffing standards.
4. Bid Registration
4.1 Registration Period: Interested bidders are invited to register from December 13th, 2017, to December 18th, 2017, between 8:30 AM and 11:30 AM, and 2:00 PM to 5:00 PM (Beijing Time).
