本谈判文件未列明的设备技术参数及要求,以公安部最新部颁标准为准。本工程保修期限为两年,保修期内,由中标人免费提供对本系统工程的维修、维护及设备更换。
【专利说明】
1)中标人应保证政府采购中心和用户不受到第三方关于侵犯专利权的指控,任何第三方如果提出指控,中标人应与第三方交涉,承担可能发生的一切法律责任、费用和后果,并赔偿政府采购中心和用户的损失。
2)投标方不得以任何形式向与本项目无关的其他单位或人员提供招标文件及所附的有关资料,如有违反,必须赔偿政府采购中心和用户的所有损失,且政府采购中心和用户保留追究法律责任的权力。
【项目质量检查】采购单位指定专检机构进行阶段检查验收,阶段检查验收按有关规定进行,阶段检查验收费用由中标单位承担。
【项目进度】工期要求:从签订合同次日起算,工期75天。
二、供应商资格条件
1)企业资质※ 有能力生产、经营招标文件规定的货物和有能力提供招标文件规定的服务的中国境内注册的企业法人,营业执照、税务登记证(国地税)及组织机构代码证需在有效期内;
※ 注册资本500万以上;
※ 出具07年企业审计报告;
※ 出具07年企业纳税记录及凭证;
※ 出具07年企业社会保险凭证;
※ 出具银行资信证明企业信用资信证明。
2)施工资质※ 具有中国安防协会或各盛自治区、直辖市安防协会颁发的有效期内的安防施工资质1级证书;
※ 具有工业信息部颁发的系统集成资质证书。
3)产品检测要求※闯红灯自动记录系统、机动车测速仪、公路车辆智能监测记录系统必须通过公安部交通安全产品质量监督检测中心认证。
※ 投标企业名称与公安部交通安全产品监督检测中心认证单位名称必须一致,或与公安部交通安全产品质量监督检测中心认证的合格产品生产单位授权委托单位名称必须一致。
4)业绩要求要求投标人提供具有近三年内至少独立承建一个100万元以上同类智能交通系统工程业绩的项目合同书及验收报告书各1份,招标时要求提供合同书及验收报告书原件备查。
5)售后服务证明在四川省内必须有售后服务点,要求提供有效证明(联络地址、联络人及电话)。

5、谈判文件的澄清或修改
5.1要求对谈判文件进行澄清的供应商,均应在谈判截止日二天前以书面形式(如信件、传真、电报等)通知谈判组织人(地址:四川省富顺县政务服务中心---县政府采购中心、联系电话,邮编:643200,谈判组织人对谈判截止日二天前收到的任何澄清要求将以书面形式予以答复,同时将此书面答复(含文书、电子邮件、传真、四川省政府采购网登载)通知所有已报名供应商,供应商应立即以传真或电话形式回复谈判组织人,确认已收到修改文件。答复中包括所有问题,但不包括问题的来源。
5.2在谈判截止期前的任何时候,无论出于何种原因,谈判组织人均可主动地或在解答供应商提出的澄清问题时对谈判文件进行修改。谈判文件的修改将以书面形式(含文书、电子邮件、传真、四川省政府采购网登载)通知所有已报名供应商,供应商应立即以传真或电话形式回复谈判组织人,确认已收到修改文件。
5.3谈判组织人的修改文件和澄清文件,作为谈判文件的组成部分,具有同样的约束力。
6、谈判的费用供应商应承担其编制谈判文件与递交文件所涉及的一切费用,不管谈判结果如何,谈判组织人对上述费用不负任何责任,均由供应商自己承担。
7、谈判文件的编制
7.1技术方案内容及格式(见谈判文件第四章,第25页-第25页);

8、谈判文件的语言和字体要求谈判文件使用“Microsoft office Word”编制,正文字体用仿宋常规四号字(表格内用仿宋常规小四号字),一、二级标题用黑体加粗三号字。正本与副本均应使用GB/T148-A4型(210mm×297mm)白纸,用激光打印机打樱技术方案和报价书不能使用其他颜色和型号的纸张。
9、注意事项供应商应认真阅读谈判须知、合同条款、谈判文件格式、技术方案等所有要求,认真检查谈判文件是否完整。如果供应商编制的文件不能响应和满足谈判文件实质性的要求,其参加谈判文件将被谈判小组拒绝。
10、谈判文件的份数和签署
10.1谈判文件“正本”1份,“副本”4份。在每一份谈判文件上要标明“正本”和“副本”。正本和副本如有不一致之处,以正本为准。数字小写和大写如有不一致之处,以大写为准。
10.2技术方案、商务文件、报价书按正本或副本分别装订。
10.3谈判文件的任何一页都不应涂改、行间插字或删除。
10.4 如果供应商未按上述规定签署的参加谈判文件将被拒绝。
11、谈判文件的密封与标识
11.1谈判文件按技术方案、商务文件、报价书(第一轮)分别进行密封装袋(正、副本装在一个密封袋中),在谈判文件密封外层标明参加谈判工程项目名称、供应商全称,标明所属的谈判文件类型(即分别注明“技术方案”、“商务文件”、“报价书(第一轮)”字样),在封口处加盖供应商公章和由法定代表人签字或盖法定代表人印章。
11.2如果供应商未按上述规定密封和标注将被拒绝。
12、谈判文件由供应商在规定的谈判时间以前带至谈判地点。
13、谈判文件启封
13.1谈判会议由谈判组织人主持,邀请所有供应商参加,谈判组织人的行政监督部门派员进行全程监督。
13.2 谈判文件开启时,由监督人员、各参加供应商派出一名代表依次检查所有参加谈判文件的密封情况,确认无误后,由谈判组织人的工作人员当众开启。先开商务文件;次开技术方案,并在技术方案封面上编号,以供谈判小组匿名评审,另记录供应商编号对应表。
13.3谈判文件有下列情况之一者将被视为无效谈判文件处理。
(1) 谈判文件未按照谈判文件的要求予以密封、标识及签字盖章的;
(2) 谈判文件中的参加谈判函、法定代表人资格证明书未加盖参加谈判人的企业公章及未经企业法定代表人签字的;
(3) 谈判文件开启前企业法定代表人或其委托代理人出席时未出示本人身份证原件的;
(4) 谈判文件的关键内容字迹模糊、无法辨认的;
(5) 供应商未按要求提供谈判保证金的;
(6) 供应商不符合谈判文件规定的“供应商资格条件”,经谈判小组评委共同审定确认后,其所有谈判文件无效;
(7)技术方案由投标人自行编制;
无效谈判文件谈判小组不予评审,但不影响整个谈判工作。
14、谈判
14.1谈判工作由谈判组织人组建的谈判小组组织进行,谈判小组成员人数为5人以上单数。
14.2谈判办法:谈判小组在指定的时间和地点与各供应商进行单独谈判。对谈判文件提出项目技术参数、设计方案、产品质量、工期、报价、业绩等,能否最大限度地满足谈判文件规定的各项要求进行评审和比较。谈判内容包括:技术要求、项目完成时间、要求提供的商务和技术相关文件以及报价等。
14.3谈判程序:先评审商务文件,次评审技术方案,最后评审报价书。
(1) 评审“商务文件”部分:由谈判小组评委共同审定供应商是否符合谈判文件规定的“供应商资格条件”,对符合的,则进入下一谈判程序;
(2) 评审“技术方案”部分:由谈判小组评委分别独立根据谈判文件技术方案标准对各参加供应商的技术方案逐项进行评审,对符合的,则进入下一谈判程序;对不符合的,判定该供应商所有谈判文件无效不再评审。
(3)评审“报价书”部分:谈判小组开启报价书(第一轮),并在此基础上确定报价最低的三家单位进行第二轮报价和谈判。若第二轮报价出现两家及以上的相同最低报价时,谈判小组有权要求相同最低报价的供应商进行新一轮报价,直至决出唯一最低报价供应商。
15、谈判结果的确定谈判小组按照有关原则(满足谈判文件要求的前提下,在采购控制价以内,总报价最低的为备选成交供应商)确定备选成交供应商,并当场宣布各轮次报价结果和采购控制价。
16、中标谈判小组完成谈判后写出书面谈判结果报告,由谈判组织人报至有关行政监督管理部门备案,并在四川政府采购网上公示中标结果,如在7日内无异议,由谈判组织人向中标人发出中标通知书。采购人和谈判组织人不对谈判及中标结果作任何解释。
17、关于谈判保证金
17.1谈判保证金为谈判文件的组成部分。
17.2谈判保证金为人民币伍万元整,只接受现金方式提交(装入自带信封中,封面注明公司名称、金额,交由工作人员查验后再现场密封)。
17.3未中标的供应商的谈判保证金,在谈判会结束后当场退还。中标的供应商的谈判保证金,直接转为履约保证金。
17.4发生下列情况之一,谈判保证金将不予退回而被没收:
(1)已递交谈判文件,并在报名截止时间之后,供应商撤回其谈判文件的;
(2)中标后,中标人不按中标的谈判结果签定合同,视为放弃中标的。
18、项目合同的签署及履约保证金
18.1中标人按中标通知书规定时间由其法定代表人与采购人(采购单位)根据本谈判文件和中标人谈判文件协商签订工程项目合同(若法定代表人未到场签订合同,视同弃权),遇国家节假日顺延。
18.2在中标通知书发出后10日内(且在签订承包合同前)由中标人向谈判组织人缴纳工程履约保证金15万元,在合同全部工程完成,经富顺县公安局交通警察大队验收合格,并培训指导采购人的操作人员操作正常后,全额无息退还中标人缴纳的履约保证金。
18.3谈判文件、中标通知书及项目技术方案审查意见作为合同的组成部分。
18.4中标单位应按照合同约定履行义务,完成中标项目。中标单位不得将中标项目向他人转让,或将其分解后分别向他人转让。
19、付款方式中标方把所有监控设备移交富顺县公安局交通警察大队后甲方付合同总额的20%,工程完工验收合格及培训完甲方的技术人员后甲方付合同总额的75%,剩余5%作为工程质量保证金,两年后无质量问题无息退还。
20、投标价格
20.1投标方应对提供本次采购货物所涉及到的项目所有费用进行报价,包括软件、硬件设备采购、运输、系统安装、联机、调试、试运行、开通、售后服务,以及所有根据合同应由投标方支付的税金和其它应缴的费用。
20.2投标方应在招标文件所附的投标一览表和投标报价表中写明投标货物的投标总价及分项价格。表中如果单价与总价有出入,以投标一览表中的总价为准。
21、谈判文件中的技术部分由项目采购单位富顺县公安局交通警察大队解释,谈判的程序、规定由富顺县政府采购中心解释。
22、废标在谈判采购中,出现下列情形之一的,应予废标:
(一)符合专业条件的供应商或者对谈判文件作实质响应的供应商不足三家的;
(二)出现影响采购公正的违法、违规行为的;
(三)供应商的报价均超过了采购预算,采购人不能支付的;
(四)因重大变故,采购任务取消的。
第三章富顺县智能交通系统工程项目技术设计及实施要求
1、总体要求
1) 系统设计时要求采用国内先进的多媒体技术、视频检测技术、网络通信技术及数据库技术等,保证系统在未来3-5年内能够持续满足交警业务发展及平滑升级的要求。
2) 各子系统硬件及软件平台需采用标准协议,根据交通管理的业务要求无条件开放接口;所有数据及视频可上传到上级主管部门,满足非现场处罚、公安系统协同工作及资源共享的需要。
2、 系统设计要求
1)各子系统设计必须符合国家相关规范;闯红灯自动记录系统及超速自动记录系统要求提供公安部相关检测认证(超速自动记录系统可用公路车辆监测记录系统替代)。
2)室外控制主机要求采用壁挂式机箱,设备的防护等级不低于IP65要求,并具备防尘、防潮、防热、防雷、抗干扰等功能。
3)各子系统前端立杆(悬臂架或立柱)要符合有关技术规范标准和路口的实际情况,并提供相关的技术参数和达到的标准。立杆的底座应牢靠地固定在路边用地脚螺栓预埋的钢筋混凝土基座上,可抵御行驶车辆的碰撞。根据各监控点实际情况,可采用立柱、F杆或龙门架相组合,所有点焊处必须满焊、牢固、不得虚焊,表面美观。
4)电源线缆等应一线到位,接、插件联接要可靠,电源线、数据线、控制线及馈线等要明显分开。所有线缆应有明显可辨的编号或标识,其隐蔽部分、裸露或弯曲部分要求根据设备材料要求套管套护。线缆及管线的连接、排列、走向、弯曲与接地处理等应符合国家有关规范要求。
5)系统所有设备要求具有很好的适应性,应在环境温度-20℃-60℃、环境相对湿度80±2%的情况下正常使用。
6)系统要求安装有效的过载、漏电、短路保护装置及避雷措施。
7)系统应具有防病毒、防误操作特性,有较强的抗干扰、抗静电能力,提供数据备份、远程维护和停电自恢复功能和措施。
3、材料要求系统各配件应采用防锈、防腐蚀、阻燃材料或做过防锈、防腐蚀、阻燃处理的材料。材料及结构设计强度应使系统具有足够的结构强度,能承受正常条件下的运输、安装、使用中的搬运。系统各配件内部的电路板材料等部件应进行防潮、防腐等处理。
4、硬件要求
1)系统主机采用嵌入式系统。
2)系统摄像机采用工业摄像机,不允许采用民用或商用数码类相机。
软件要求:
1)所有软件要求采用正版软件;
2)具有电子警察软件产品认证。
